Slaying victim’s body identified as missing Neeses woman

NEESES, S.C. (WRDW/WAGT) - Months after being discovered, human remains have been identified as those of a Neeses woman missing since 2024.

Orangeburg County Sheriff Leroy Ravenell said Cloe Williams was reported missing Feb. 22, 2024.

Family members at the time said the 22-year-old had not been seen in two months.

Blackville police offer reward for clues in killing of 18-year-old

Rakel Howard was fatally shot early June 21 in the area of Davis Street and Oak Avenue, according to police, who are asking for the public's help.

The remains were found March 13 off Highway 4.

The case is now classified as a homicide because she’d been shot, according to Ravenell.

Family members of Williams urge anyone with information to come forward.

Two suspects have been arrested in connection with the murder over the summer of a homeless man.

“We, the family of Cloe Williams, are heartbroken to learn that she was unfortunately found deceased,” the family said in a statement. “While it is not the outcome we had hoped for, we can now put to rest the question, ‘Where is Cloe?’”

They said they’re grateful to the Orangeburg County Sheriff’s Office for its hard work, and they’re thankful for the prayers and support from the community.
