AUGUSTA, Ga. (WRDW/WAGT) – The Richmond County Sheriff’s Office says a man tried to attack his elderly neighbor while she was taking out the trash last week.

According to an affidavit, it happened on January 20th by the suspect’s and victim’s homes on Nassau Drive, in Augusta.

The 74-year-old victim tells deputies that Roland Ralfue Simms III put her in a choke-hold and tried to drag her into one of the homes. Another neighbor heard the struggle and told Simms she was going to call 911, and he released her before she ran back into her home.

Simms, who deputies say has a clear "mental deficiency", told investigators that, “he wanted to have sex with her but she said no, so he was trying to choke her out until her legs went limp and drag her into her house and have sex with her over and over.”

Simms was arrested January 21st. He's charged with Criminal Attempt and two counts of Public Indecency.

Simms was charged with Public Indecency back in November of 2018 when he, according to an affidavit, “performed a lewd exposure of his sexual organ in a public place.” His neighbor saw him masturbating in his front yard on Barbados Drive.

Back in 2011, Simms was arrested and charged with Enticing A Child when an incident report says he asked a young girl about her underwear and told her about masturbating. He asked her to have sex for money.
