AUGUSTA, Ga. (WRDW) -- "How do you let this type of letter go home with children who can read?" asked Monique Braswell, the PTA treasurer for Willis Foreman Elementary.

In that letter are detailed accusations of how she refused to give funds to the school.

"This is unprofessional for something like this to be sent out," she said.

But Braswell says there's more to that story and that it starts with the budget.

"They were supposed to pass it out, give it to the parents and let the parents say 'yes,' it's OK to spend this kind of money. They never did that," she said.

No official budget means no one can write checks.

That was in December, but one month later, the president and other board members stepped down.

Braswell was the only one left standing.

"One person cannot handle the funds, they cannot," she said.

She says two other people had that power, too: the president and the secretary. The problem is that both of them had resigned, and Braswell was in the hospital battling breast cancer.

Bank statements she showed us show no one touched the funds from January through April.

She says she even had the account frozen so no one could touch the $4,500.

"I'm not going to run the risk of getting myself locked up or put in jail for using funds without the proper authorization," Braswell said.

She says she protected the funds hoping things would turn around.

"Had they not resigned, we would have had enough time from January to March to present this to the parents and get it straight," she said.

And until things get straight, she says the money isn't going anywhere and will always be there for the kids.
