AUGUSTA, Ga. -- A Richmond County mother is behind bars after neighbors say she locked her 2-year-old twins inside a bedroom.

Loreal Goggins, 26, has been charged with two counts of second-degree cruelty to children and deprivation of a minor.

Goggins allegedly left her 2-year-old twin sons alone in her apartment on the 300 block of Brandywine Place while she was out donating plasma at a facility on Peach Orchard Road. She claims she was gone one hour.

A neighbor saw one of the boys dangling from the second-story window and persuaded the boy to let go and caught him. The twin tried to follow his brother but was persuaded to stay in the room.

They tried to force open the apartment door but couldn't, so they had to climb up the side of the building and crawl in through the window.

When they got inside, they say Goggins had tied the bedroom door closed so the toddlers couldn't open it.
