AIKEN COUNTY, S.C.---Going back to school is a popular option when the economy isn't doing well, but some people who have been laid off have to choose between an education and unemployment benefits.

James Lambert is receiving unemployment and believes ultimately more education would lead to a better job.

"I don't think that's fair at all. It takes away opportunity to better themselves," says Lambert.

President Obama wants states to allow people getting unemployment to be able to get more education without losing their benefits.

The Department of Education is encouraging colleges to give more financial aid to the unemployed and will also soon offer more money for Pell Grants, up to $5,000.

"If I decide to go to school I'd love to have the option. That would be great," says Lambert.

Not everyone is as supportive, like South Carolina Governor Mark Sanford, who says, "Like so many of the president's initiatives, the answer for who pays the bill is state taxpayers and future generations."

In Georgia, people can collect benefits and go to school if they have special permission from the unemployment office.

Lambert says if everyone could do it the whole work force would be better.

"To make that decision to say we'll give them the opportunity to go to school and continue their unemployment, it would help for the future," he says. "The people can't do better then the deficit I don't think it'll get better."

President Obama doesn't have the final say in this case. It's left up to the states to decide who gets unemployment benefits.
