City administrator Fred Russell's proposed budget includes a .34 millage rate increase, which is equivalent to $11.90 more on $100,000 home.

The budget also includes some heavy cuts, including $1 million from Recreation and Parks; $1.6 million from employment, totaling 46 jobs; and $700,000 from transit. Russell's budget does, however, preserve Saturday bus service.

Putting this budget together wasn't easy.

"You have people complaining about taxes and asking for increases in services in the same breath. Can't have it both ways," Russell said. "We have very little increase. We still have the lowest tax rate around, basically."

The budget needs six votes to be approved.
