News 12 First at Five; October 3, 2008

AIKEN CTY, S.C. --- News 12 get's some changes in the works after several parents call the newsroom saying they're not happy the county is changing their child's school bus stop. The county says, they have a good reason to do it.

The district says they are in the midst of an audit, or a review, of all the school bus routes and the stops along it. They say it's being done so they don't violate a state law by having the stops too close together, or not in the right spots.

Some parents though, aren't buying it. Carolyn Kub's home is where her kids get on and off the school bus for 8 years now. Then, a letter coming home with her child last week telling her the bus stop is on the move, around the corner.

"In the morning, the train is usually coming through and the tracks are right there," says Carolyn.

The corner is just steps away from a set of tracks with no crossing arms. Before, at Carolyn's house, there are tracks but she could use a fence in her yard, along with a buffer zone of a hill between the road and the tracks, all to protect her kids.

"It's been working this long, why change it," asks Carolyn.

Here's why: the county-wide bus route review of the stops and routes.

"She comes this way anyways so I don't see why it's bothering anyone," says Carolyn.

If you go to the area in Bath, you can see there are lights lining the road where the bus stop is right now. But, around the corner where the new bus stop is going to be, there are no street lights.

Another parent called News 12 on Wednesday saying there's no lights on Old Barnwell Road where they moved her child's bus stop. Also, the stop is near a fatal wreck from earlier this week. News 12 called the transportation office in Aiken County on Thursday and now, the parent says the district is looking into getting a light at the stop. The parent also tells News 12, the district is looking at getting a centrally-located bus stop for everyone in the area. The district says the parent could use the other bus stop if they didn't feel safe at the new assigned stop.

"I rather for them to be at my house where it's a little bit safer than out here," says Carolyn. She got this letter explaining the change. The School Transportation Office telling her that bus stops have to be 2 tenths of a mile apart and/or you must live 3 tenths of a mile off the main road for the bus to come down the road.

Her neighbor, Ruth Stephens, thinks that's not worth the change.

"It's safety for our children and they should come first," says Ruth.

On Friday, the Transportation Department did not return several calls. We're told they were on the road auditing. But, on Thursday, the department did tell News 12 they know some people are upset about the changes, but say this is something they have to do to comply with the state law.

I wanted to add that I have spoken to my transportation supervisor, Sharon Harris, and then to Maria McClur ?sp?. I was told that it is the decision of the State board of Education in Columbia to change these bus stops. I was given the phone number of Don Tutor (803)734-8244 who works at the State Board of Education in Columbia. I have yet to reach him, but I think it is important that we all voice our concerns to him. We are being placed into a non-win situation.. if we allow our children to go to these un-safe bus stops then we risk them. If we can not provide transportation for them to school, then we have the threat of incarceration with the truancy laws. We really need a county own/operated school bus system..It's our tax dollars at work here. WRDW maybe you can get someone on the phone to answer why our children are being placed in such dangerous places. S.C. Code of Laws- 59-67-410. 59-67-415. 59-67-420. No liability for your child at bus stop 59-67-421

I don't feel comfortable sending my elementary school child down the street and around a corner in the darkened 6 AM mornings to a bus stop that also has no lighting and is not within my view with two registered sex offenders in my neighborhood. The bus has been stopping at my house for 4 years now and will still be traveling past my house; so what is the problem?. What happened to "Children First"? It seems that the Aiken County Transportation office is NOT putting our children first, instead pushing them into darken corners where safety is an issue. This change goes in affect this coming Monday. What are parents like myself suppose to do? I will not allow my child to be put into a possible harmful situation.

My childs bus stop was also moved after 8 years. Our dirt road is very dark! The only street light is the one I pay for in front of my house. The kids must now meet in the middle where it is very dark. When it rains, they must walk down a muddy road! The state office told me the county must pay the state .20 for each stop less than 2/10 mile apart. The lady told me this is because the buses are state owned, not county owned. Whatever sense that makes! The safety of our kids should come first! If they are so worried about cutting cost and saving money on fuel, maybe they should go back to the old system of letting the bus drivers take their bus home. In our rural area, that would save some buses as much as an hour or more of fuel a day. It adds ups! It isnt that hard to figure out. Aiken School Board meeting is scheduled for Oct 14. Maybe we should all show up and stand up for our kids safety. Bring your camera's down my road at night WRDW-let's get this fight underway!

this law 2 tenths from main road or apart may or may not be a law but the shool bus audits arent making this everywere.we live down a dirt road saddle horse rd were i road the bus over 10 years ago, my kids road from our house for 4years and they too have been moved to end of road we live two tenths off piney heights road. now this law and transportation said we weren't far enough off main road for bus to come down it, just a mile or so on pelzer street from piney height pelzer isnt 3 tenths either way from piney heights but bus travels down it, does this mean pelzer is main road if so when they pave our dirt road into a two lane in month or so does it mean busses will come down it then.they told us reason bus came down this road before our neighbors kids were further down road not true we havnt had children furth than us in year or so. i think personaly there is a bigger picture they arnt letting out, one excuse was gas milage, but they burn more gas sitting than at stops.

Fl school bus driver over 10 yrs there is a law 2/10 mile apart but here is 1/2 mile off main rd bus has to go but also i do know there is a certain distance the stop has to be away from the tracks the lighting they wont care i have a very rural route on dark dirt roads the way they get around that is parents are responisible for getting kids on the bus but i would really advise you even call another county school transportation dept. and just ask out of curiousity the distance it must be from a R/R then maybe that will give you leverage over them i dont have any R/R's on my route so i cant help sorry but good luck to you
